Сколько я ни смотрел сайты американских универов, везде было сказано, что application fee waiver-ы иностранным студентам не дают. Только в University of Oregon сказано, что могут дать waiver в исключительных случаях. Но недавно мне EducationUSA эдвайзер сказала, что если клянчить, то в одном случае из 10-ти всё-таки дают, только это нужно делать минимум недели за две до дедлайнов. Думаю попробовать написать, но боюсь испортить впечатление, если что не так скажу. Получилось что-то вроде этого:

I am Ildar Galiev, a fourth-year student of Orenburg State University, and I am very interested in PhD program in Computer and Information Science at University of Oregon. I would like to submit my application shortly.
Unfortunately, I am having difficulty paying for application fee. Russia is currently experiencing a financial crisis due to political situation and oil prices. My increased university scholarship is $45 per month and my mother earns a total of $400 per month (salary + pension).
Due to the lack of funds and the necessity to travel to other cities in order to take TOEFL and GRE, I had to pass them both on the first try. I believe that I achieved satisfactory results: TOEFL 112 & GRE 157/161/4.0. I don't want to waste them. But considering future expenses, I am likely to experience financial hardship during application/admission process, especially if situation in Russia keeps being unstable.
I would like to ask you if there is any possibility to get a fee waiver or defer the payment until my arrival in US.
